About the forms

The Authority has created forms that are templates for filing exceptions to arbitration awards and oppositions to arbitration exceptions.  These forms are built in to the FLRA's eFiling system, which is the preferred method of filing.  We also provide those forms below in the event that you wish to complete them using Adobe or Word, and then upload them into the eFiling system.  You should also use these forms if you choose to file by some method other than eFiling – mail, commercial delivery, or hand delivery.  Although these forms are optional, they provide a convenient format for organizing the information that the Authority's arbitration regulations (5 C.F.R. Part 2425) and related procedural regulations (5 C.F.R. Part 2429) require.  Therefore, we strongly recommend using them in order to ensure that your arbitration exceptions and oppositions are complete, timely, and otherwise procedurally sufficient.

You'll notice that the FLRA designed the forms in two versions – PDF and Word.

(1) PDF version:  You may fill out, and save, this version using Adobe.  Please note that you need only fill out the portions of the forms that are relevant to your particular exceptions or opposition.

(2) Word version:  Use this version to fill out the form in Word.  Once you have saved or copied the content of the form, you can delete sections that are not relevant to your particular exceptions or opposition.

Quick Note:  If you have difficulty using either version, then you can obtain copies of the forms from the Office of Case Intake and Publication.
