The FLRA comprises three components:  (1) the Authority, which primarily decides cases; (2) the Office of the General Counsel, which primarily investigates and prosecutes cases; and (3) the Federal Service Impasses Panel, which resolves negotiation impasses.

All three components use alternative dispute resolution in their respective roles.
