DECISION

Statement of the Case

      This case arises out of an unfair labor practice charge which was filed on December 28, 2004, by the American Federation of Government Employees, AFL-CIO, Local 3975 (Union) against the Federal Bureau of Prisons, Federal Correctional Institution, Fairton, New Jersey (Respondent). On February 3, 2006, the Regional Director of the Boston Region of the Federal Labor Relations Authority (Authority) issued a Complaint and Notice of Hearing in which it was alleged that the Respondent committed an unfair labor practice in violation of
